Secret 9 built the team. Secret 10 puts that team to work on something with a deadline, a budget, and a customer — a project. The Project Charter is the road it travels, from the business goals and the “big picture” scope at one end to customer satisfaction and TQM at the other.

But no group moves straight from potential to performance. It criticises, splits into subgroups, forms alliances and interest pacts — before the majority, sooner or later, unites around a winner. Secret 10 walks through both halves: the charter that carries the work, and the power struggle that carries the group.
